JACKSONVILLE, Fla. -- Darion Robins remembers the day Philippe Foster, 37, was killed. "It started out a quiet day," he said.
It was November 4th, on the corner of Jesse Street and A. Phillip Randolph. "It was messed up, how it happened," said Robins.
Police say an argument over money between Foster and James Russell ended when Russell pulled out his gun and fired. Foster was killed. But what friends say is shocking is the amount of money they were fighting over.
"The reason the murder occurred, supposedly Philippe Foster owed the suspect $5," said Lt. Rob Schoonover with the Jacksonville Sheriff's Office. "So, he shot him for $5."
It didn't take long for JSO to figure out who their suspect was. But it did take three months to find him. They say Russell had been moving up and down the eastern seaboard, living under fake names.
The manhunt ended Friday when US Marshals found him hiding out in a motel in Albany, Georgia. He was arrested without a fight.
Robins calls the crime senseless and he prays for the day the violence will stop. "It's got to stop. It do," he said.
Authorities are working to bring Russell back to Jacksonville. Once he's here, he will be charged with murder and possession of a firearm by a convicted felon.
Russell also faces ID theft, drug, and weapons charges in Georgia.
