Allegations of violence detailed in injunction against Charity Chatman

JACKSONVILLE, Fla. -- A petition for injunction for protection filed against Charity Chatman by her former landlord detail allegations of violence and bizarre behavior.

In a five page report Brandy Smith explains why she felt she had no choice but to file a restraining order against Chatman.

The two met at the Driftwood Apartments in Atlantic Beach; Chatman was a tenant and Smith was the office manager.

According to the petition, they had only known each other for about two weeks before Smith claims she started receiving threatening and harassing voicemails and emails from Chatman.

According to Smith, Chatman accused her of holding her hostage inside the complex. The petition also shows Chatman sent bizarre emails to the Alcohol Tobacco and Firearms Agency, complaining about Smith and another tenant.

After receiving threatening voicemails and fearing what would happen next, Smith explains in the petition she was advised to file an injunction for protection.

Two months after the initial petition, Chatman's face was plastered all over Amber Alert signs, along with her daughter, Onnika Fisher, who police say she kidnapped from the Jewish Family and Community Center after a supervised visit.

According to John Harrell with the Department of Children and Families, the incident has now changed the way children who have been separated from their parents in Florida see each other.

"Jewish Family and Community Services has decided that effective immediately they will no longer allow situations where children go out to the parking lot with their parents to say goodbye to the parent, even if the case worker is nearby," said Harrell.

The center says it will also not escort the child back to their foster home until the parent or relative has left the premises.

Action News reached out to Brandy Smith numerous times but she declined an on-camera interview.
