Putnam County woman shot four times by deputy died

PUTNAM COUNTY, Fla. -- According to the Putnam County Sheriff's Office, 61-year-old Diana Conner, who was shot four times by a deputy, died Tuesday evening. 

Conner called the Sheriff's Office for help Monday morning because she thought there were burglars in her yard on Twin Lake Grove Drive trying to mess with her AC unit around 1:30 a.m., said Sgt. Hancel Woods with the Sheriff's Office. 

According to the Sheriff's Office, the deputies didn't find anything once they arrived at Conner's home. 

Conner called her neighbors saying deputies never checked out the incident, Woods said. 

According to the Sheriff's Office, deputies arrived to Conner's home saying they were law enforcement officers in her driveway. They demanded Conner to drop her rifle, and she shot at them. 

Then Deputy Thomas Burger shot at Conner four times, Woods said. The Sheriff's Office put Burger on administrative leave. 

Neighbor Robert Thomas said he wasn't surprised this happened.  He said, "Her husband died about a year ago, and she had developed a real paranoia."

Action News has learned Deputy Burger was fired from the Putnam County Sheriff's Office following an administrative investigation in Dec. 2011 into reckless operation of their patrol cars.

The investigation showed Burger and another deputy were racing down State Road 20 when Burger crashed his patrol car.  The Automatic Vehicle Locator inside the car indicated he was going 124 miles-per-hour in a 45 mph zone.

Burger was rehired about a year ago, according to the Sheriff's Office.

A spokesman told Action News Monday that Sheriff Hardy believes in second chances and, since then, Burger has been a model deputy.
