JACKSONVILLE, Fla. -- The Jacksonville Sheriff's Office has issued an arrest warrant for the suspect believed to have shot a man near the Jacksonville Fairgrounds.

The Jacksonville Sheriff's Office has issued a warrant for the arrest of 27-year-old James Hiawatha Russell for Murder and Possession of a Firearm by a Convicted Felon. Police believe he murdered 38-year-old Philippe Foster around 6:00 p.m. Sunday at the intersection of A Philip Randolph Boulevard and Jessie Street. Foster later died from his injuries.

Police believe Foster and Russell got into an argument before the shooting. Investigators say the violence was unrelated to the Fair or the Jaguars game at EverBank Field.

Russell is described as 6', 175 pounds and should be considered armed and dangerous.

Anyone with any information about the location of the suspect is asked to contact the Jacksonville Sheriff's Office at 904-630-0500 or Crime Stoppers at 1-866-845-TIPS.
